Dr Indu Bhushan is an economist-bureaucrat best known for designing and launching Ayushman Bharat Pradhan Mantri Jan Arogya Yojana—the world’s largest publicly funded health-insurance scheme—serving as its founding CEO from 2018 to 2021. An IIT-BHU gold-medallist, he earned a postgraduate diploma from IIT-Delhi and later a PhD in Health Economics (with an MHS) from Johns Hopkins University.
Beginning his career as an Indian Administrative Service officer in Rajasthan (1983-92), Dr Bhushan went on to advise governments across Asia during two decades at the World Bank and the Asian Development Bank, rising to Director General for East Asia. His portfolio has spanned health-sector reform, climate-resilient infrastructure, and digital-public-goods strategy, mobilising billions of dollars in development finance.
Today he serves on corporate and non-profit boards, mentors startups in health tech, and speaks globally on universal health coverage, data-driven governance, and inclusive growth—continuing a four-decade commitment to making public services more equitable and technology-enabled.
